Beef Rice Pilaf Recipe (Plov-Плов)

Beef Rice Pilaf Ingredients:
1/3 cup grapeseed oil
3 garlic cloves, finely chopped
1 large onion, finely chopped
3-4 thin carrots, chopped
1 pinch saffron threads
¼ cup boiling water
1 tablespoon paprika
½ teaspoon garlic pepper mix or just pepper
1 tablespoon cumin
2 teaspoons cinnamon
2 teaspoons ground allspice
2 teaspoons turmeric
1 teaspoon ancho chili pepper
2 tablespoons no salt seasoning
3 lbs stewing beef
2 teaspoons kosher salt
800 g basmati rice
4-8 cups water or as needed
1/3 cup parsley for garnish

    I love the recipe and my family and I being Peruvian we eat rice every day. I love to cook rice and I love jasmine and basmati rice. For basmati rice if I do four cup I add five cups of water. I let it come to a boil and then lower to small simmer. It comes out perfect every time. My advice would be just lower the heat close the lid and leave it alone. Good recipe and video.
